Do I Need a Permit to Replace My Roof in Chicago?

This is a fantastic question and one more homeowners should be asking before starting a roofing project in Chicago. The permit requirements depend largely on whether your roof is pitched or flat.
In general, a traditional pitched or steep slope roof with asphalt shingles does not require a permit from the City of Chicago. In the roofing industry, the typical cutoff is a 3-12 pitch, which is roughly a 14 percent grade. Roofs steeper than that and finished with shingles usually fall outside of the city’s permit requirements.
Flat roofs are a different story. If you are replacing a flat or low slope roof and installing a membrane system such as TPO, EPDM, PVC, or modified bitumen, a permit is usually required. There are a few limited exceptions, but in most cases, flat roof replacements in Chicago must be permitted. One common exception is a freestanding outbuilding, such as a garage, that is under 600 square feet. Many standard two car garages in Chicago fall into this category and may not require a permit, assuming all other conditions are met.
Permits are not something to skip or take lightly. We often hear homeowners say a contractor told them a permit was not needed for a flat roof, and that is a red flag. The City of Chicago has been cracking down on unpermitted work, and problems often surface later when a home is sold or refinanced. Buyers and inspectors may ask for permit records, especially if the roof work is recent. For a permit fee of roughly $475, it is simply not worth the risk of cutting corners.
